Long ago, somewhere, I criticized Japan's Space Agency for making everything in Japan and not outsourcing anything. Someone informed me that their rocket program was quite successful, but I was not invested in the topic enough to do the research on success rates.

So, when this article says its had a string of failures, is it being sensationalist? Does anyone have a clearer picture of all this?

Still, I note that despite rockets launched from the U.S. having an American flag on them, I know its always a multi-national effort in some sense. Anything else would be suboptimal affirmative action silliness resulting in failed launches like this. This is literally rocket science. You don't cut corners.
