I don't think those were so much good luck charms themselves as they were a sort of menu board of a fortune teller or some such. I'm having trouble resolving the 占い with merely good luck charms.

Well, you're right but its a level of detail that is probably surplus to requirements. They are boards advertising good luck charms, or talismans, fortunes, etc...

O-mikuji if I'm not mistaken. (Or, I should say, the boards are advertising all kinds of good luck charms, including o-mikuji. Typically seen near shrines and temples.)
