躊躇われる question

Hi, I need some help with this sentence -
I'm interested in the meaning of「その列に交じるのが躊躇われ(る)」。Does 躊躇われる have some idiomatic meaning here? I can't make sense of it being just a normal passive. If it's just a normal passive, can someone explain who is "receiving" the 躊躇われる? 交じるの would make that the receiver, but I'm not sure if that would make sense.

That's a normal passive. が indicates the thing/action the subject hesitates about, not the recipient of of the action.
 
The agent is the speaker.

To get in the line is being hesitated by me. = I'm hesitating about getting in the line.
