躊躇われる question

Hi, I need some help with this sentence -
I'm interested in the meaning of「その列に交じるのが躊躇われ(る)」。Does 躊躇われる have some idiomatic meaning here? I can't make sense of it being just a normal passive. If it's just a normal passive, can someone explain who is "receiving" the 躊躇われる? 交じるのが would make that the receiver, but I'm not sure if that would make sense.

That's a normal passive. が indicates the thing/action the subject hesitates about, not the recipient of of the action.

Ah, so the 躊躇う is being done on the speaker (俺), by some (unknown) agent?

The agent is the speaker.

To get in the line is being hesitated by me. = I'm hesitating about getting in the line.
