なんだか腑に落ちないものを感じるが、それで話の腰を折るのも躊躇われた。

Hi. Why isn't 躊躇った used here? What is the difference between 躊躇った and 躊躇われた?

This ためらわれる would be 自発 "spontaneous", like 思われる vs. 思う. It has a nuance of less-volitional than ためらう.
