Hi guys. I'm a bit stumped on these two sentences

1. 元帝国評議会議員という肩書もあって、その評議会を有名無実にさせた皇帝に、いい感情を抱いてはずがないのは明白だ。
Reading the sentence with を through me off a bit. Is this sentence describing the single council member's feelings towards the emperor? Or can the を just as well be substituted with が?

2. 光景そのものに、無論、変化などあるまい。だが、それは決して同じものでもない。遠方に霞む山の稜線も、朝 のこの時間帯、薄く地を這うごとき雲の色も、そして眺めばかりでなく、腕組みして触れている長衣の布の感触さえも。
Does the bold part mean 'to feel the clothes brushing against oneself with one's arms folded'?

いい感情を抱いているはずがないのは明白だ。

を indicates the object of （有名無実に）する. The emperor made a person(persons) change the council to the one in name only. (So が can't be used here.)

2)
The subject is touching their sleeves or clothes on their torso with their arms crossed.
