Yes for から, and it would be easier to understand that it's an omission of ~と考えて, but it's connected to 慮り、傷つけないようにする. It's Yoshino's thoughts.

Why not ~と考える? Because it's connected to 慮り、傷つけないようにする?
 
Correction. It's not an omission of 考えて. The verb 慮り is already there, so と is directly connected to 慮り.

This is a habit of the author of the novel, but they sometimes use 句点 instead of 読点 probably for emphasis. Thus, it's actually a single sentence.
