「精霊の力を封印できるだなんて規格外の能力、持っているのはこの世にあなた一人だけよ。ーーそのあなたが嫌だと言うのだもの。もうどうしようもないじゃない」

Hi. What is the function of the だなんて? I know we can use this phrase as in 明日からフランスに行くだなんてうらやましいです。to bring up something unexpected or to re-quote what you have found out with surprise.
But in the op case, だなんて is followed by a noun, not an adjective indicating some emotion. So how should I understand the だなんて?

Yes, your question is reasonable. It's indeed ungrammatical. Strictly speaking, it should be 精霊の力を封印できるなんていう規格外の能力 or 精霊の力を封印できるだなんて、そんな規格外の能力, but it would be understandable so enough.
 
なんて is as an adverbial particle, so the clause works as an adverb. Any adjectives are not omitted.

As for なんていう, this is a colloquial form of などという, which modifies 規格外の能力.
