っていうか is a fairly casual expression. It's kind of close in register to "you know?" in English.

You seem to have a lot of questions about the quotative と and emotion marking particles like か, the explanatory の\ん, etc.

Not all of these can be perfectly glossed and translated 1-to-1 into English by 直訳, so it'd probably help you a lot if you could learn to process them on an abstract level without worrying too much about how to translate them into English.

But how does "you know?" fit in the context? "Hmm, they are fish, you know? As expected, they are just rainwater." doesn't seem to make much sense?
 
~っていうか is close to ~ではなく there. She said the water was/looked like fish previously, perhaps?

She didn't say it. Her son asked her to look at those raindrops. She didn't notice the strange scene at first. But as she looked more carefully, she finally found that the raindrops were in the shape of fish.
So can I also think this っていうか is similar to というよりかは, which means "rather than"?

Basically, the speaker is going to marry his girlfriend and he wants his wedding day to be sunny. So the speaker prepares to hire a 晴れ女 to pray for the sunny day. Though the speaker thinks it is just superstition, he does so to satisfy his girlfriend, who believes such things would work.

今年の夏って、もうずっと雨ですよね。テレビでもずっと異常だって言ってるし、温暖化とか気候変動とか気温の極端化とか、異常がついに通常になっちゃったっていうか。うちの両親も、春と秋がなくなった、昔の方がずっと四季が豊かだったとかってぐちぐち言ってるし。

Does the っていうか in red also mean "it's something like~"?
