Need a little help on this translation

This has to pertain to my new water bill.
The first part is here. I don't want to put too much all at once on this thread so I'll break it down into small parts.

水道の開栓手続きはお済みですか
Suidō no kaisen tetsudzuki wa osumidesu ka

Does this mean my water is turned on (which it is) or does it mean I have to put it into my name as soon as possible
 
Neither. It is asking if you have completed the process of having your water turned on.

Anything that ends in か is a question.

Tomorrow I'll follow up on this and get some help on completing what they are asking for. Can't have the water turned off, it's on now.

Instead of just assuming they're going to turn your water off or that it's even a bill, just post a picture of it and you'll know before bedtime if it's anything to lose sleep over or not. Cover up your name and address if it is visible.

You need to either get this to the water department (no address given, might be on the envelope if there was one) or have somebody call the water department for you at the number on the other page. If you mail it, send the other sheet as well as it has your customer number on it while this second sheet doesn't.

I think the landlord may have dropped it into my box. I'll call his daughter tomorrow and get updated on it and maybe have her call the water department for me. And thanks for the fast reply. No business envelope was included so I think the landlord probably dropped it off. Since at this place, mostly foreign university students live here and I think he handles all the paper work for us.
Getting cold tonight here. Probably next week is heater time.

While you have the helpful young lady on the phone, you might want to ask her about any place around there that does kerosene delivery if you're going to be using a kerosene heater.

I know kerosene is much cheaper then the electric fan, I'm going to stay with the electric heater. I'll wear 4 pairs of socks and 3 sweatshirts. LOL, really it gets cold here , I'm at the bottom of the mountains,
