Hey, I have a bit of a problem understanding part of a conversation from a manga.
It's a short conversation between two characters, which we don't see.

A: いやお全然俺に情報報告してくんないからさあ
。。。あなたが心配されなくても
B: "スリーピーアッシュ"の県でしたら問題ありませんよ。

I am not entirely sure, which character says what but I suspect first two sentences are from one person and could mean something like: Well, you're not reporting to me about the situation. It's not that I'm worried about you...
And the one in the black frame is a response and it means: If it's about Sleepy Ash's case, there's no problem / it's all going good.

Is my interpretation correct?

The last two lines are said by the same person. As you can see, these two lines are written in polite forms. (心配される is honorific there), and furthermore, different second personal pronouns are used in the first two lines (お前 vs あなた), thus, they are said by different persons. Actually, the last two lines are a single sentence.

A: いやお前全然俺に状況報告してくんないからさあ
B: …あなたが心配されなくても、"スリーピーアッシュ"の件でしたら問題ありませんよ

The kanji in the upper picture doesn't exist. It would be supposed to mean 辰 dragon. 寅 in the second picture is not correct, either. Probably the writer is not familiar with kanji/Chinese characters.

Context: A student is handed a notice, he was chosen to do volountary work at a town matsuri, as a kind of punishment for his behaviour at a previous shool matsuri (he jumped of the roof of the school), which he helped organize. He asks the guy who handed him the notice why they chose him in particular and the above sentence is the answer.

And why that "え" in "ぶるふぇす" is smaller than the other characteres? I thought only "や" "よ" and "ゆ" could be small like that.

I more or less understand the components of the sentence, but I don't get what's the connection between them.

Person saying this sentence is a vampire who refers to himself as 吸血鬼たる我が輩. I am not sure if osoroshii refers to him or to the situation 状況. I also don't know what mae ni means here. I think haaku 把握 refers to the 状況, so I think it means "you cannot grasp the situation", but I don't know how to connect it with the other elements of the sentence.
Also what does よう in できんようじゃ mean?

恐ろしい modifies 吸血鬼. It can't modify 状況 in that word order.

～を前に means ～を前にして. This expression can be used both temporally and spatially just like "before" in English. ("In front of~" is more appropriate there.)
