please check my comprehension of passage

Hi guys,
I have been given the following passage as reading practice (it is not homework)
Can I have someone please check my comprehension? Also I have a couple of questions on some grammar points. Here is the passage. I have broken it into sentences and my interpretation.
日本人は風呂が大好きで、毎日お湯に入る習慣を待っている人も多いようです。
Japanese love baths and there also seems to be many people waiting for the everyday custom of bathing.

そこで問題になるのが、風をひいたときに、お風呂に入るのかどうかということです。
Therefore a question arises, when you have a cold, should you bath or not?

もちろん高い熱があるときには体が弱くなっているので、お風呂はやめたほうがいいですが、熱がだいぶ下がったときはどうしたらいいでしょうか。

Of course when you have a high fever, your body becomes weak, it would be good not to bath, however when your fever drops what should you do?

昔は少しでも熱があったら、入らないほうがよいという人が多かったようですが、私は、お風呂に入ってほうが気分もよくなってよいと考えます。

In the past even if you had a little fever the were many people who said it was better not to enter, but I think when you bath you feel in a better mood and become fine.


My grammar questions are.
1. Is ほうが気分もよくなって a set phrase?
2. Why in そこで問題になるのが、風をひいたときに、お風呂に入るのかどうかということです is ということです used?

1. Looks to me like 気分もよくなって was spliced into the middle of ほうがよい. "(Unlike what others say,) in my opinion it's better not to refrain from going to the bath; it'll also make you feel better (less sick)".
2. Literal translation: "The problem there is a thing called [whether or not to enter the bath when you have a cold]".

I see what you mean by the ほうがよい "it is better if"
I have never seen something put in the middle.

For the second question is it equivalent to the English
The question they asked is "......"

I'm pretty sure that there are typos; 習慣を持っている and 風邪.

問題 doesn't refer to a question actually asked. That's more likely problem or point of discussion.

2. Like Toritoribe wrote, even though the quotation particle と is used here, it's not an actual quote of something that someone said. [X]ということ is simply a way of qualifying こと (事) with [X]; in other words, it's a way of wrapping [X] in a noun. It's a highly common pattern.

Your first translation for this sentence works fine. "The question is ...", "One wonders whether ..." etc., as long as it's not "Someone asked whether ...".

Oh yes I see what your saying there was a typo.
Many people seem to have a custom/habit of bathing every day.

And because of this there is a problem if they have a cold.
