I think you're talking about a video that had been uploaded on the Web, where an Asian woman committed such a cruelty.

The woman certainly did utter a couple of Japanese words, but she clearly was not a native Japanese speaker.

People who abuse or kill animals like that usually have mental or psychological issues.
Japan has its share of people with such problems, but no more than that in your country or the rest of the world.

I believe she was ultimately identified as Chinese. The re-emergence of the animal crush video industry after a US Appeals court overturned the ban on violent depictions part of a sick foot fetish craze. Crush videos have a small but world wide sexual "appeal" basically showing women dressed in skimpy clothes crushing small animals. It involves torture. There is no other way to say it.
