=>True, but it is not fair without telling others that it means the crime trend in general here. Japan is getting safer over a few years, though I don't know what will happen under the current economic crisis.

What I wanted to say was simple that the crime rate and number has been decreasing in Japan.
And it is a sort of foreignness, gaikokujin-ron, not to say anything about the general trend, but only to say particular examples or turn a blind eye to what you don't hear.

Next, "how" is to quit the notorious bureaucratic sectionalism, so-called vertical sectionalism, between the police and the immigration office.

I don't know when the G8 (G20 or more) will be held in Japan, but if you want to be stared by a J cop and want to record how arrogant/courteous the J cop is...
1. Hang around the US embassy in Tokyo or US bases with your camera
2. Modestly stare at a J cop
3. He/she is willing to stop, question, (and search in a worst case) you
4. Just sue them if you are a hanging-around activist

I don't think all fashion conscious harajuku kids/people are pleased to have their photos taken, but I don't know how I should describe the non-Japanese amateur photographers in English. They (the amateurs) do more than staring.

It's almost always a higher percentage of crime per foriener/minority compared to the percentage by "locals", whichever country you're in - Or that's how it seems at least.

Anyway.... I don't get stares that much anymore and if I do I usually just say hello to them and they usually stop staring after that. Also when little kids stare at you and say "Look mom a foreigner" , all you have to say to them is "where?" and look around in all direction's and you will never see a more confused look on a kids face, on top of that most of the time you will get a laugh out of the mom too!

According to stories from my Japanese professor(white guy, teaches Japanese), you should count yourself lucky all they did is stared. To be fair, he taught English to middle school students in a fairly rural area(I think it started with an H?). I think that's the first time any of them had seen a white person.

The first time I went to my Japanese girlfriend's tiny town I was stunned. There would be 8 or 10 people outside the restaurant looking through the window at me. The first time they took me to an inn to stay over night , the owner said she was going to call the police if we didn't leave. Walking down the street , cars would circle the block to look at me again. The first time she took me to meet her mom , her mom kicked me out and locked my girlfriend in her bedroom. I had to pry her bedroom window open to help her escape , LOL. It was a very exciting weekend for me , LOL. Not sure if there are still areas like that now , it was 1971 when this trip happened.

Hey, that was close to when I first visited--but only just a short visit (a week?). I think it was in '72, and I took a Mac flight from Osan to Tachikawa. I stayed at the enlisted men's club there, and did various sorties.

A couple few stories about that for another day.

I took my 'goth girlfriend' to Japan a couple of times without any issues until we went to Yagyu no sato a small village about 30 minutes bus ride out of Nara. I took her there to see where the famous Yagyu clan sword men were from and were buried. When we got off the bus, a kindly old lady beckoned us over to her tea shop on the opposite side of the road. I'd actually read about her and her tea shop in one of Dave Lowry's books on his study of Yagyu Shinkage Ryu bugei. We complied and she graciously served us tea and dango and refused any money for her hospitality. She told me they only received foreign visitors maybe once a year and she, her friend and potter husband were fascinated in my girlfriend. She's not a 'full on goth' but rather 'gothish'. They gently pulled at her lip ring in wonder and so she stuck out her tongue to reveal 'snake eye' double tongue piercings which made them hoot with laughter! They then prodded at her padded bra and then her husband carefully pulled at her black leggings on her thigh, marvelling at their elasticity. It was so funny to see their reactions and we were all laughing for the duration of our visit to her tea shop. They were even slightly interested in my appearance

They then pointed us toward the Zen temple and the Yagyu grave yard. We had the best experience in rural Japan at Yagyu no sato…magical.
