What I'm getting at is, is the verbs in Japanese that do not provide the same "ongioing action" in the ～ている form that English does. Like, "I'm going" would seem to be
「行っている」, but it's not.

I don't think, in this case, "I'm going" is in the progressive form per se. Often times, this form is used to express future actions/intentions, I believe.

Also, in the example with the teacher in a car, isn't "going" used to mean something like "on his/her way to" rather than the action of "going"?

I guess in many cases, it could go either way and you just go with whichever that is more appropriate for the situation at hand.

Context: an artist is dissatisfied by an anime made of her work. She's talking to the reader about a memo she wrote to a coworker expressing her frustrations.

As I understand it, this means something like:

"You might be reading this thinking, 'what horrible things to write', but - well, no, they really were horrible!
The anime came at a time when the [animation] company was suffering from a shortage of energy (one might say a 'shortage of talent')."

I'm not sure I have the syntax of sentence #2 correct, though. Also:

1. Would "whining about" be a better translation for "nagekidashita"?
2. There's no way that "tairyoku fusoku" would translate as "lack of manpower", is there?

The verb NAGEKU means to grieve/being woeful (is that a word? lol) and it could also be translated as what YOU had, "to whine", I suppose.

As for the meaning of TAIRYOKU-BUSOKU (fusoku, as a latter half of a phrase, is pronounced Busoku instead of Fusoku, because it is easier to pronounce it that way) would be "lack of (physical) energy".

I don't know how to put it together,

but i have these:

俺に会いたがってる (or 俺に会いたい if it's them who are saying it?） = you want to see me
俺に言ってほしい = i want you to tell me

so how do you put them together??

Maybe I'm completely wrong with the way i put things together or something... idk. But I basically wanted to knwo how to say "I want you to tell me that [TEXT HERE]"

I understand Chinese (I'm not sure if its different from Japanese kanji) and some word on there seems a bit worrying... if it is the same as Chinese. I've asked a friend who knows a bit of Japanese he said it doesn't make any sense to him I've also tried JP>ENG translator well that dint make much sense to me either.

I'm hoping someone can help me translator or decrypt it if they think they can make something out of it if that sentance if it makes any slight sense. lol
