Chongryun HQ Sold to ex-Intelligence Head

Chongryun has sold its head office in Chiyoda Ward, Tokyo, to an investment advisory firm headed by a former chief of the Public Security Intelligence Agency, which keeps tabs on the pro-Pyongyang group, according to the public property register.

It is a very serious case that Japanese intelligence was that "friendly" with the organization that was/is a major part of the abduction operations.

I bet another witch hunt will start 60 years after North-South unificaiton after furious ex-North Koreans find the truth, the ex-South Korean govenment seized reparation from Japan incl. North Korean share in 20th century.

Court Orders Chongryon to Pay Bad Loans​

The Tokyo District Court has ordered the pro-Pyongyang General Association of Korean Residents in Japan to pay some 63 billion yen, or about 510 million US dollars, to a state-backed debt-collection corporation.

The court also allowed the collection agency, the Resolution and Collection Corporation, to seize the association's head office in Tokyo in place of payment before the ruling becomes final.

The corporation is seeking payment for the bad loans it took over from credit unions for Korean residents that went under in the 1990s. The government injected public funds worth more than 8 billion US dollars for the bailout.

The corporation found that most of the loans were effectively extended to the association.

But the association insists that the corporation has political motives for disbanding the group, in line with the intentions of the Japanese government.

The association has been functioning like an embassy for North Korean residents of Japan because Japan has no diplomatic relations with North Korea.

On Monday, the court rejected the association's argument and ordered it to pay the entire amount.

The association recently transferred the ownership of its head office to a company led by a former chief of the Public Security Intelligence Agency.

Prosecutors are investigating the case, suspecting that this was paper deal and an apparent effort to avoid a possible seizure. Ownership was returned to the association hours before the ruling.

NHK has learned that 19 facilities linked to the pro-Pyongyang General Association of Korean Residents in Japan have been seized by a state-backed debt collection agency.

The Resolution and Collection Corporation took over non-performing loans from failed credit unions for Korean residents that had close ties with the association.

The corporation has auctioned off 5 of the 19 seized properties, including the head office of the association's Tokyo branch, and sold them to successful bidders.

A chamber of commerce for Korean residents in Aichi prefecture, central Japan, moved to another location after the successful bidder asked it to vacate the building.

The seized facilities include at least 8 Korean schools, but school officials say they are holding classes as usual.

The debt collection agency says that it is dealing with the schools with due consideration.

In separate cases, some local authorities have abolished tax reductions for properties linked to the association, which had been treated as public facilities, and seized some of them for failing to pay taxes.

sorry, just had to throw that out there, cuz on the first few posts, it was all abt person-to-person relations. what i really wanted to know was about s. korean and japanese governments' relations.

i'm neither japanese nor korean, but i do have one comment- if japan becomes a strong military power (that is, it reaches its potential), korea (and china) won't be so happy. for some reason, korea + china are kind of friends.

this may be a stereotype, but from ALL the korean kids i've met, i have learned that their favorite topic is bragging about how other koreans they've met or just their country in general. i've also heard not to believe most of what korean people say. but don't get me wrong, this isn't only my opinion, but a lot of people share the same thoughts as me. and don't get me wrong (again), my best friend is korean- and yes, she is unbearable when it comes to talking abt how she knows this korean dude who is mad smart (the only one who did ap bio as a sophomore, etc) and this genius who's korean, and how technologically advanced korea is, etc, she's still my best friend. everyone has flaws.

So they are basically trying to give back all the land that Japan confiscated or cheated away from the koreans.

Some background for people who feel/are clueless; below is not detailed or perfectly accurate, still giving basic ideas on the fiasco:

窶｢ First, North Korean nationals living in Japan established banks and trust companies to serve their ethnic nitch market.

窶｢ Those banks generously loaned money to the fellow individuals and businesses, without securing encumbrance assets or correct value assessment.
Those financial institutes kept refusing audits, claiming that such actions were racial discrimination.

窶｢ As a result, most of money went uncollectible, and almost all of them became about to bankrupt during 1990's.
Japanese government gave away total 140 billion yen, in order to rescue them to avoid chaos. It is still unclear if politicians were/are bribed/threatened/both.
After injecting huge amount of Japanese taxpayers' money, a collection agency called Resolution and Collection Corporation (RCC,) was appointed for the rest of dunning.

窶｢ Investigations revealed that many borrowers were dummies or nonexistent, and money was illicitly sent to Kim Jong-il.
RCC sued the major borrower Chongryon for 62.7 billion yen payment, or seazure of land with 10-story HQ building they own in the middle of Tokyo.

窶｢ Chongryon kept making excuses "sinful Japan has no right to take our quasi-embassy, we are first of all victims" (convinient amnesia about what really happened, mentioned in a past post.)

窶｢ Just one week before the judgement, a major scandal leaked out: the HQ building&land had been sold for 3.5 billion yen to Harvest, a bogus investment advisory firm, and the president Shigetake Ogata was the Public Security Intelligence Agency director-general during 1990's.
Ownership was transferred on paper, without any payment. Media reported that Chongryon had promised him to pay 15 million yen annual rent in addition to 10 million yen reward, then buy back the land&building in 5 years.

窶｢ Furthermore, it turned out an intermediator between him and Chongryon was a former Federation of Bar Associations president, Koen Tsuchiya. Prosecutors raided both individuals' home&office.

窶｢ Japanese public, knowing Chongryon as a major part of abductions, interpreted that it was an attempt to escape from seizure using prestigeous people, claiming "it's no longer ours, too bad."
People started feeling more suspicious, as the former counterintelligence chief kept talking at press conferences as if he is a Chongryon's mouthpiece.

According to Ogata, Ho Jong Man, chief vice chairman of the pro-Pyongyang organization, visited Ogata's office on June 11. Ho reportedly said the organization paid more than 400 million yen to the former real estate firm president after being told that the transaction would be successfully completed, but that Ho still had doubts about Ogata.

Ho also said that Chongryon had handed 10 million yen to the former real estate president to give to Ogata as a reward for his involvement in the deal 窶 a statement denied by Ogata.

There seems to be another mediator besides Tsuchiya: former president of Harvest (name unknown yet.)

i really dont know what you are talking about. They have jailed the ex-presidents (although they were pardoned by the last president), and although the system has never been perfect, never will, and loads of people have dirty money involved, they will take back the money and give it back to the rightful owners.

The truth is, Japan invaded Korea, and "stole" the properties of innocent people, (just as any other western countries did to their colonies). But that does not justify the wrong doings of Japanese government, and Korean people will attempt to rescind the wrong doings even if it takes 1000 years.

Perhaps, if japan admitted all its wrong doings like Germany has done, koreans will be more forgiving. As long as Japanese government denies their wrong doings on the face of the peopel people who were rape victims and casualties of government atrocities, be expected be disliked by koreans, philippinos and chinese.

Wondering when your government will start your favorite "appology and reparation" game in terms of the Korean war. And what about the Vietnam war? Show me what is a good Confucius example how to deal with the post-war appology.

There are tons of disputes between Japan and China, but only argument, where both parties mutually agree, may be that we are not that history loving people like you saying "Korean people will attempt to rescind the wrong doings even if it takes 1000 years".
At least, I am glad to announce the current Korean president should deserve super pipo Nobel Prize who officially brought up a historical topic, not a 1000 year old one, but 2000 year old topic in the talk with the Chinese premier, Mr Wen.

Former Public Security Intelligence Agency Chief Arrested for Fraud Involving N.Korea-Affiliated Property Deal​

Tokyo public prosecutors have arrested former Public Security Intelligence Agency chief Shigetake Ogata and 2 others on suspicion of fraud in connection with an aborted purchase of the head office of the North Korea-affiliated association of Korean residents of Japan.

The two others arrested on Thursday are Tadao Mitsui, a former president of a real estate firm and former bank employee Koji Kawae.

On May 31, the land and a building that house the head office of the General Association of Korean Residents in Japan were sold to a company headed by Mr Ogata for 3.5 billion yen or about 29 million US dollars. The property ownership was transferred without actual payment of the purchase amount.

Prosecutors say Mr Ogata falsely assured the association that funds could be secured to sign the deal.

Prosecutors searched the office and home of Mr Ogata on June 13, one day after the media reported the deal. Mr Ogata said there was nothing illegal about the deal, as did Koken Tsuchiya, former president of the Japan Federation of Bar Associations, who is a lawyer representing the pro-North Korean association.

On June 18, the Tokyo District Court state-backed debt collection agency ordered the association to pay back 6.27 billion yen, or about 490 million US dollars to recoup bad loans that the body took over from failed credit unions for Korean residents. The court accepted the body's argument that the sum was effectively the money borrowed by the association.

Hours before that ruling, the property ownership was returned to the Korean association.
