His Japanese mother thinks it is enough if he traces over her correct answers but he get 10/100 in nearly every test he has ever done. He would give a reasonable extra few marks as he gets close to the right answer with maybe two other answers. Is there a really good teaching game? I don't mind paying because free apps are very limited in teaching. It needs include words and their meanings in context.

If you think an app is the answer to your problem, you need to hire someone to write an app for you.
There are a LOT of people out there who write apps. I am sure you can find the right person. If you need help finding a person who writes apps, please do not hesitate to ask.

I want to add that you should start putting together a "storyboard", a flowchart of how the screens will flow, one after another. Or have someone do this for you, even if they don't know how to code. Or find someone you can work on this together with.
I used to do web page design, and the first thing I would ask them is, "How many pages do you want your website to have? What text do you want to have on each page?" Many times, the person was nowhere near being that far along in their planning (which slowed things down a lot).

The primary schoolchild is originally said only by home learning enough basically. However, study includes weak point awareness and should examine a cram school commute if the test score is not good. It is not a bad thing to go to the cram school even if results are not bad. Rather I know the aptitude of the child and the subject good at it, the field with the interest and may become the strategic arrangement to the future.

Reasonably well. Science test got a high grade once but not bad not great in math, social science etc. It is just kanji knowledge whether the words especially bad or the writing that is poor.

My son doesn't see the poiint of learning kanji. He is weak at grade 2 kanji.

No such thing as failing a grade in Japan. His teacher only writes about behaviour "problems"- some ridiculous such a girl who says every cheaning period that it should be quiet and he says it doesn't matter and some serious like him showing his butt or touching private part. That is also what the teacher meeting consist for double the time of other parents. Teacher cares nothing about academics. Third grade kanji is very heavy.

I used to teach English to young children in Japan, and one thing I learned is, with kids, you have to play games and you have to make it fun.
Here is a kanji game I devised that turned out to be popular with westerners learning Japanese. Make kanji flash cards. Write a kanji on the front of a card. Use a slightly thick magic marker to write the kanji. (His mom or another Japanese person with good shoudo (calligraphy) can do this for you.)
On the back of the card, write the meaning and the pronunciation of the kanji. If there are multiple grade-appropriate meanings and pronunciations, write them all on the card.
Put the cards in a stack in the middle of the table, face down. Include all first, second and third grade kanji learned so far (or have fewer cards, depending on what works best.) Place the cards face down. (Cover the top card with a blank card.) One person draws a card and shows it to the other person(s). The other person gets one point for pronouncing it and another point for saying what it means. The other person(s) get additional one-points for multiple pronunciations and meanings. The other person(s) also get additional points if they know a word which contains the kanji, and another point for knowing a different pronunciation for the kanji in that word than the regular pronunciation (kunyomi and onyomi pronunciations.)
Once you have gone through the stack, count up the points and see who won. (Of course you are going to let your son win every time, but don't tell him that.) When he wins, you should immediately take him out and buy him a comic book (or whatever it is that kids buy today). I think the first couple of times he is not going to enjoy it, but after playing -- and winning -- the game a couple of times, he will begin to enjoy it (especially when he knows he is going to win a comic book or whatever each time he wins).
It would be great if you could include other players, because playing with three or more people is more fun than playing with two people.
The first couple of times, you may have to 'bribe' him with buying him a comic book or whatever just for playing the game.
Buying him a comic book or whatever each time will be a lot cheaper than paying for juku lessons!
Give this idea a try. Let us know how it works.

I should add that if regular paper is too thin (and everyone can see through the paper and see what is written on the other side of the paper), you'll have to get thicker cards.
Also, say things that will motivate him, like "You're better at this game than I am!" At the end of the game, be sure to say, "Thank you for playing this game with me," and, if appropriate, "That was fun!"

He doesn't even read manga anymore which he was into for a short time but his activities are computer or tv.; He is into friends whether at park or organised settings. Fairly unlikely he would do cards- he like a teenager in mentality. He got all the marks on a test in the ccience test just brought home. He has nyako daisensou but hasn't read it for ages.
Words need meanings to be understable- getting homophones in 3rd grade.

He just got a fairly test back and while he didn't get the answers as right, he wrote the right kanji incorrectly with all the answers given and some of the errrors are awfully minor- its the awful teaching to not encourage students with part marks for showing you know the answer but can't write it right and not filling every spot with reasonable answer.

A kanji has the explanation that a weak point, the children whom I cannot remember increase rapidly when I become a third grader in this site.
The school does not have time to tell the kanji by a class of the national language from a third grader carefully.
The school hour of the national language of the third grader is because the numbers of the school year allotment kanji increase more than 20% to become less than the raw time 20% or more for one or two years (time of society and the science increases).
Therefore, as for the kanji, home learning becomes the basics, and the stance of the school tends to let you cover quantity of exercise by homework, too.
I couldn't but do the dictation of the kanji forever in a childhood, and I hated it, and I hated it and was unbearable.
The homework of the kanji drill was given every day.
There is convenient application and is enviable now.

Could you write that it in Japanese because your English rather strange as far what you mean. 3年生の漢字の教育書は不十分
I'd expect that Bennesse, which does a lot of testing that complements the regular tests in schools up thru HS, would have some materials that could be used as homework/exercises/self-testing. Not free, and it would take the right teaching approach to best catalyze them in this situation, but one possibility to explore.
Another perhaps better thing--google up Challenge Touch (for the tablet version), or just Challenge (I think print materials). This may be better for ES level.

You should pick the one that aligns with the textbook your son's school is using. Apparently the order of kanji introduction differs between different publishers.
