She is Jani Fukui, a youtuber from Mexico with 3 million flowers, she says she is nikkejin.

 
All her content is Spanish so it's unlikely she is known in Japan.

There are plenty of nikkei people living all throughout the world, some are fully integrated into their home countries and don't even speak Japanese. From this video alone it's impossible to say whether this person could "pass" for anything in Japan except by looks alone, but it sounds like her Spanish is pretty fluent.

People come in all shapes and sizes here, and it also has a fair amount of foreigners of all kinds living in Japan... So sure, she wouldn't look out of place walking down the city street. Her voice has the familiar childish affectation, but again, she's speaking Spanish, which would be my first clue that she's not "local."

Hard to tell for sure but I'd say as long as she didn't speak probably yes. (I'm assuming she doesn't speak Japanese.)
 
I used this in class once, the girls sensed something was off from the beginning.
