What I don't understand is in America, baseball fans don't wear mask and yet in Japan they still do?

You live in Japan, so you know well that Japanese often wear masks for a variety of reasons, including to reduce pollen and dust intake, and also as a courtesy to others when they have a cold. Add to this the desire to minimize any possible intake of virus, and you have your answer why Japanese still wear masks. They are on the tail end of an enormous spike in covid where their hospital systems were overburdened to the point where even pregnant ladies were getting turned away.
The US did not have the enormous surge that Japan did, the US's hospital system was not overwhelmed this summer, and the US population doesn't have a culture of wearing masks. In fact there is resistance against wearing masks, even when it may help fellow Americans. So take into account these cultural differences when considering the mask-wearing habits.

The problem I am having with wearing the mask ( which I am not really against since I do respect Japanese way of life )is I'm having difficulty breathing after one hour of wearing them. Of course, when outdoors I try to wear them in crowded areas.
No problem, Majestic. My post was that the guy is changing his tune at the time of retirement.

The link you posted didn't include any of those quotes. In any case, the reason he instituted those policies is because there was literally not enough morgue space to contain all the dead bodies. So when you're weighing thousands of dead people against the impact to the economy or children's test scores, the moral choice is to pick the "draconian" option. This is the time period we're talking about. How soon we forget.
