Seems to be. It works for me. Though I can't tell for sure right now because it's just playing music with a night time Tokyo aerial view at the moment.

It's still streaming aerial video and the next page says "お住まいの国や地域のケーブルテレビや衛星放送などとの契約が必要になります" or "You will need to make a contract with cable or satellite TV in your country or region" so I guess it can't be seen via the web.
