Yosegaki Hinomaru translation help please

Hello all, I would like to see if anyone can help me translate this good luck flag. Any help is very greatly appreciated.

Sorry mate, this is one of the fake flags that have been circulating around the internet (you can see examples on this site and others). The 4 largish characters should be on the top of the flag, and they read 武運長久. Good luck in battle, basically. The other scribblings are supposed to be names, but the names on your flag all look like they were done by the same hand, and some are repetitions. What year is that supposed to be? Is that a 五 after the 十?

Yes, it looks maybe like 五. To tell the truth I didn't even notice it. I was trying to figure out the name under the Tojo signature...it's not Hideki. It's a mystery.
