5時大丈夫ですか?日本の時計はIsraelの時計と7時間持ってある。

Was that intelligible for this:

Is 5 PM ok? Japanese time is 7 hours later than Israel time.

What would be the correct way of saying it?

In real life I'd typically say something like:
17:00JST(10:00IST)でよろしいですか?

If I try to stay more faithful to your sentence, I'd probably say something like:
日本の5時でよろしいですか?日本とイズラエルの時差は7時間なのです。
 
To be more specific, you could also say: イスラエルは日本より7時間遅れています。
