WWII Children's bag?

I got this small bag at an auction and it appears to be a child's bag and from the "helmet" appears to be WWII era (or so I think). It measures 13 X 8 with a drawstring pull at the top.
It has an imprinted "label" and two tags attached to it. If anyone can shed some light as to what it is or what the tags say, I would be most appreciated.

One other question.... Do you know what the kanji says on the bag itself? Over the figurines?

It says "Imonbukuro" (慰問袋), the same thing as is in the wikipedia article I linked to.
