Trying to figure out what this label says

A friend has bought a new-to-him motorcycle, and it has a set of controls with a label with (what looks like) Japanese text. He has no idea what the controls are for, or what the label says. Could anyone identify or at least guess as to the function of the controls, and what the label says? Sorry for the poor image quality (clicking the image I think increases the size).

What is written is in Japanese indeed.
I think what is written in black over white says :
取り扱い上の注意 (it says that it must be handled with care) Edit:Thanks Toritoribe, what I said was wrong.
I can't figure out the rest because it is too small for me to read and hidden by what resembles a joystick (and the image quality is poor).
So I am clueless concerning the use of it though. Anyway, I'm not so good at Japanese yet, probably someone else will have a better explanation (I do not own a Japanese motorcycle either :sorry:).

It's not 取り扱い注意 but 取り扱い上の注意 "notes for handling/operation.";-)
It seems like notes about blinkers or headlight but the picture is too small to identify.
 
Apparently, those are controllers for optical axis adjustment of headlight of Honda GOLD WING.
