Translation of Patch - Tokyo, Japan

Can anyone translate the Japanese text on this patch?
I am trying to find out what it refers to.
It is old. Could be related to the occupation after 1945 but a translation may help.
No luck with searching for images.
Seems odd to have it both in Japanese and English.
