The particle and the context should make it obvious. Pay attention to the little things.
 
I'm not sure what you're talking about, but てもらうつもりらしい is different from てもらう, and the subject is 南部

I don't understand why you're having trouble with this. If you know the subject is 南部 then why ask if the subject is "we"? Again, the particles make it grammatically clear and the context makes it even more obvious.

Maybe the problem is that you lump too many things together into single units and get confused by them instead of parsing them separately. Cut off the つもりらしい. It doesn't affect the meaning or grammatical structure of the part that came before.

～が～だ/ですから is an expression to explain the reason. It means "because of my birth place" there.
e.g.
時間が(or も)時間だからもう帰りましょう。
育ちが育ちだから話し方が優雅だ。
場所が場所だから早く通り過ぎた方がいい。

I thought that it is indirect passive and the subject is the speaker. What's wrong with it?
 
Indeed it's indirect passive but the subject is not the speaker. Notice that だろうねぇ is presumptive. The speaker knows what he/she values. They don't need to guess it.

すべる means "(a joke) falls flat" in this case, and すべり芸 refers to a performance style of comedians whose jokes often fall flat (intentionally or unintentionally).

The subject is the speaker. Notice it's でね(= 苦手で/だから言えない), not だね.
