I've seen that before. California, Alaska, and Hawaii combined would make a good nation, but it would take another Civil War and/or treaties and referendums to make it possible. It's like Quebec in succeding in separating from Canada. Plus, distances are too outstretched, and the Pacifica Confederation (which I will call the three separating states, or Pacifica for short) would have to pay their own taxes, have their own military (they could make it like the Jiei-Tai), and Pacifica would have to be like a cross between Switzerland and Japan in terms of governmental structure.
