Saitama Prefecture passed an ordinance that defines leaving children alone at home, even for short periods, as abuse. The move was prompted by recent reports from around the nation of young children dying in cars or at home after being left alone while their parents or guardians went out.

Of course, there are no penalties.

That's pretty ridiculous to create a law that just pressures parents and mandates neighbors to spy and rat on each other, with zero actual consequences or attempts on the government's behalf to solve the problem they're trying to address. Does Saitama have a government or is it just a big HOA?

How about creating an affordable licensing and in-home daycare dispatch agency that makes sure that there ARE vetted, qualified adults on hand to watch kids when necessary?

Now, that was a quick turn. After a backlash from parents, Saitama Prefecture gave up on its plans for an ordinance that prohibited leaving children unattended at home.
