Saigo Takamori " Revere Heaven, Love Mankind " hanging scroll

Good day to all,

I just like to ask about the scroll that I found in a thrift shop, that it seems the Saigo Takamori's quote " Revere Heaven, Love Mankind " hanging scroll. Is this the correct translation ? and how much usually it cost for this type of display ? thank you..

Hmm, the first kanji seems doubtful. Can you show us a close-up of the two red seals?

It totally depends on the conditions; who the writer is, how old it is, the frame, etc.

Sorry, but those are poorly-made seals as if a kid made them.
There also are other doubtful kanji in the rest two lines, and what's written there doesn't make much sense. It doesn't seem valuable to me.

no worries thank you for checking on it :) probably that is the reason why it is in a thrift shop here in Philippines :) thank you again
