Pronominal のは and というのは

Just wondering is there a difference between them or is the inclusion or exclusion of the という part simply a matter of preference?

For example:
君が私にやってほしいというのは何ですか。What is it that you want me to do?
よむのはつまらない。 Reading is boring


If the という part was removed or added, would it still mean the same thing?

I ran a search and that thread came up, but some of it got a bit beyond me and I felt discouraged :? I'll give it a go for a second time.
 
Ah. Well, if you have any questions after reading through it don't hesitate to ask. I think Toritoribe explained it pretty well there, though.
 
The first example could be interpreted as "hearsay".
