Posting on 2channel from outside Japan

I can't find a better place to post this, so I decided to do it here.

I've seen the online 2channel forums and would want to contribute to the discussions going on there. I currently live outside Japan (in Singapore).

Whenever I try to post on 2channel, I get the message -

My browser stays at that screen forever, and my post is not recorded. What should I do?

Do foreigners need to pay a fee to post on 2channel?

I've never posted at 2ch either inside or outside Japan, so I'm unsure of whether they have blocked foreign IPs from posting. I'm more curious as to why anyone would actually want to post there :?

It has a HUGE range of discussion topics, especially anime and manga. It is even said to be the largest online discussion board in the world.

It seems that only users in Japan can post on 2 Channel. I managed to post without any difficulty from my hotel in Hiroshima.

Could be something to do with your internet service provider where some trolls get their ip addresses from. It's called collective responsibility. In fact, they also ban Japanese IP addresses.
