I tried Googling "temples in Kyoto ' and it looks like To-ji temple.

I agree, all other five-storied pagodas (Nara, Osaka, etc) don't seem to be located within residential areas.

Yes, the picture was taken here. You can see an ougi shop's sign 綾扇 on the left side of the street and 大塚呉服店 on the right side as same as your photo.
