Judging from the sign in the photo, I assume it is a part of the event held by the local shops in Nishi-Shinjuku (West Shinjuku) on 19th and 20th September.

My knowledge of Enka (one of the genre in Japanese songs) is near zero; I've never heard of his name and I do not think he's a major singer in Japan, but I could be wrong.
