2 The city council adopted my plan.
3 The new mayor began to take drastic measures to solve the environmental problems.
4 Ito Toyoo (伊東豊雄) is one of the most famous Japanese architects.

They all look correct to me. They are all pretty nondescript though. The sentences themselves are getting meaning from context we don't have in some cases. But with the proper context are fine.
