Ryuk:

新型インフル = "new-type influenza" = usually referring to H1N1/swine flu, at least in the news of the moment.
国内流行 = domestic epidemic/epidemic within Japan. 流行 can mean "fashion, craze" etc, but in terms of illness generally refers to an epidemic of something.

It's not the new strain they're declaring, but the fact that it is now an epidemic within Japan. Presumably there is some threshold of infection rate/number of cases/other official statistic that is used to define "epidemic" and it has now been crossed.

ETA: the Japanese wiki entry on 新型インフルエンザ suggests it's a specific term for person-to-person contagious flu, and bird flu seems to also qualify.

I saw this on the news this morning as well. The breaking point or threshold which has been crossed is apparently is one patient per medical institution monitoring the disease. (定点観測している医療機関)

記者会見で、厚生労働省感染症情報管理室の中嶋建介室長は「定点観測している医療機関のインフルエンザの患者数が流行の目安の１人を超えたうえ、そのほとんどが新型インフルエンザで、新型インフルエンザが流行に入ったといえる」と述べました。

Me again

This one a bit more complicated:

My (probably botched) translation:

"Other [ownership] 2 people [ownership] man together with prosecution doing"

"The other 2 men together with the prosecuted"

(the full piece is: ..で29日深夜に起きたけんかで逮捕された、他の2人の男とともに起訴された。 ... )

Again, my translation is probably a bit crap but the context should help).

I understand the simpler parts of it and I'm doing some guesswork for the rest of it.

It's more like "Myself, because I don't draw illustrations as a main occupation, I've never taken on "picture work/jobs" before...but timewise things seem to have opened up and I'd be happy to consider your request..." etc. ☝

Even in English we may have to try to be a little less assertive, though. . I think perhaps/maybe/probably there's no problem using Paypal.

Simple
Because my understanding of Japanese is extremely limited, so is my vocabulary. Hence there are a vast number of words (especially kanji) that I completely do not recognize, like zip zilch nope no dice nada don't know. Therefore I can only identify the words I do know in a sentence and essentially guess (and I mean GUESS) and fill in the blanks for the remaining words I don't know and put together a sentence that makes sense, regardless of whether or not it fits the meaning.

Oh, that's fine. You just sounded so confident....so I thought it may have been the かと思います which confuses everyone whether the embedded question form creates an assertion or a question. But yeah, the lavish guesswork isn't really necessary. Just let us review it first.

Got a question on this, its been awhile since I've studied japanese.

Question:
これはメールできますか？
Kore wa(ha) miiru dekimasu ka?
Answer:
できません。
Dekimasen.

I know 'kore' is 'this', 'wa' is the topic marker, miiru is mail and deki means to do, dekimasu is present tense but I can't figure out the meaning on this. I think it means, "Did you get the mail?"
Dekimasen, "I didn't."

Can someone explain this please?

The artist asked if his understanding was correct that you want a total of four illustrations (one illustration for each character).

できます: formal form of できる

Because in Japanese メール is always e-mail, mail (post) is never called メール。
Sending by post is 郵送（ゆうそう） in Japanese.

I'm having trouble with the following sentence:

見るもの触れるもの全てを憎悪の対象とし、全世界を破壊する。

I've tried "He abhorrently targets everything he sees and touches, destroying the whole world." and "He abhors everything he sees and touches, destroying the whole world.", but the "憎悪の対象とし" bit is confusing me.
