So how would one say "I am your (younger) brother"?
I came up with
わたしはあなたのおとうとです
but i don't think thats right :x

You don't need 彼が in talking about the self or a known person. Does the translation clear it up in this case ?
 
It's a dialect form of 来た (He/she/it, etc., came.)
I've also heard it used in samurai movies, esp., by old persons.

ドマヌケ=ど+まぬけ
間抜け(まぬけ) means stupid, idiot and ど is to emphasize it.
I think it originally came from Kansai dialect (like どあほ!) and anyway it is very colloquial expression + rude.

Thus, 来おった implies the speaker's contempt for the person to come, as in ようやく来おった, 恥ずかしげもなく来おった. As epigene-san wrote, that's an old men's saying of 来やがった, and often pronounced also as 来よった.
