Ha ha, thank you. I totally forgot about ばかり which is perfectly useful in this situation. It is OK and sounds natural enough - though it depends on the context and in case of speech, the tone.
Generally speaking, どんな~ can mean either what ___ or any ___, and if you add でも that narrows the meaning to any ___.
In case of complaint, it would sounds more complain-like if you use いつだって for me, but it could be just a question of taste.
e.g.
A mother scolding her child or complaining about her child to someone:
いつだって遊んでばっかりいるんだから!
いつも遊んでばかりいて!
どんなときでも遊んでいるのよ。
Donna toki demo (and itsu demo) I think are mostly positive words used in affirmative sentences, like undrentide-san explained, the English equivalent of 'any time' (is fine, at your convenience...), 'all the time.'Ha ha, thank you. I totally forgot about ばかり which is perfectly useful in this situation.
All those sentences are about linking the site. 相互 means 相互リンク, i.e., "cross-link" in this case. S/He said "I'm sorry I'm currently unable to accept requests to swap links with each other" in the third line.リンク、アンリンクはいつでもフリーです。
よっぽど変な所に貼られない限り、割とOK。
現在、相互のお申し込みにはお答え出来ません。悪しからずご了承下さいませ。
バナーは、以下二種類のうちどちらかを御使用下さい。
お持ち帰り/直リンクどちらでも可です。
From what I understand, the artist says: "I am currently not able to accept personal requests. I'm sorry, please understand."
The other stuff is related to linking the site and banners.
• 日本の入浴文化は西洋の入浴文化と大きく異なっているので、外国人は正しい日本のお風呂の使い方をよく知らない。Sorry to bother everyone but I was hoping for some advice. Do the following sentences make sense?

9回間で投げきる does not make much sense. I suppose what you wanted to say would be 9回まで投げきる. If so, that is "to pitch into the 9th inning."
"To pitch a complete game" refers to 完投する, which is used not only for 9-inning games but also for extra-inning games. (9回まで投げきる would be same as 完投する in most cases, though.)
When I read the sentence "日本の入浴文化が西洋の入浴文化にとても異なっている のでので外国人は正しく日本のお風呂の使い方がよく知 らない", while it still makes sense but it is much more difficult to grasp the idea, compared to the revised sentence of Toritoribe san. Is that called "ぎこちない" in Japanese? For example, is that grammatically correct when the original sentence uses both "正しく" and "よく" as 副詞 for "しらない"?• 日本の入浴文化は西洋の入浴文化と大きく異なっているので、外国人は正しい日本のお風呂の使い方をよく知らない。

Did you copy and paste some sentences from somewhere?
Even if the order of words is changed, 外国人は日本のお風呂の使い方を正しくよく知らない still sounds odd. Taking out よく, 正しく知らない might be acceptable. But when 正しく is preceding 使い方, it sounds that 正しく is modifying 使い not 知らない. When using 正しく, you can say something like 正しく日本のお風呂を使う方法.When I read the sentence "日本の入浴文化が西洋の入浴文化にとても異なっている のでので外国人は正しく日本のお風呂の使い方がよく知 らない", while it still makes sense but it is much more difficult to grasp the idea, compared to the revised sentence of Toritoribe san. Konnichiwa! I dropping by to give everyone who is trying to translate english to japanese. I don't know if anyone uses MS office Word but if anyone is having trouble translating a sentence or a word into japanese you can use MS Office Word Translator feature.
all you have to do is type the sentence and go into the rightsided tool bar and select translate by picking watever language you need. if you dnt have a language pack for Office its easily dwnloaded thru Office update.
its very easy and inexpensive once you have office.
