I was so upset, the way that first email was worded really made it sound like I was going. A mistake on their parts and a cruel twist of fate I suppose. *sigh* Let's be real, how often do people back down?

That sounds a lot like what I have been told. Basically, my letter said:'Please be informed that you have been tentatively selected as a successful candidate to pursue your postgraduate study in Japan under the MEXT scholarship 2010.
Presently, the MEXT is in the process of considering the placement of university based on the field of study you applied. Once we received the final confirmation, we will forward the notice to you immediately.
Please take note that if there is none of the university can accept your application due to your field of study and etc, Mext has right to cancel the scholarship offered to you."
