Meaning of "とも思った”

Not sure of the meaning "とも" when it comes first before "思った"

Here is the sentence below.

そんな事を聞いては失礼かとも思ったが、どうしても聞かずにはいられなかった。

Appreciate if anyone could explain to me the meaning of "tomo" and how to use it in the everyday expression.

That's just "と for quotation" + "も as too/also".
