Well, Actually I'm asking this for my dad. He said he wants to find a friend he knew while working in Japan, Tokyo..but only gave me some information.

Location: Japan, Tokyo
Age:50++
Job: Working as a job agency (Headhunting company)

If you had the name in Kanji, would you be able to check with city hall to see about that person (as the names must be registered w/ the government officially--- even imigrants names need to registered, like the stamps you use to sign your cheques... even it is maikeru in katakana).

Going to the library's reference section and looking through the phone books is a good start.

In the United States its easy as well to do that--- also, you can look up the property that such a person owns which needs to be registered with the city (concerning that they registered it in their names)...

There are also some free criminal background checks that you can pull, and if you have the means, you can pull their TRW etc, from their social.

I used to do this 'for fun' for people who happened to be owed money by someone who skipped town... 'skip tracing'...

If you're in Malaysia (as is the original poster), you might not have access to the same information you would locally though. I'm not sure, are international phone registries available at the library?

Also--- internet phone registries. Eh.

I googled and found a person named Tomonori Kataoka, who heads a headhunting company called ロードインターナショナル (Road International or Load International??--the correct spelling cannot be confirmed).
