After 26 years the guys must have changed quite a bit, there are few chances someone on this forum could recognize him.
If you know an address in Japan where he is from that would be the best option for you to find him.
If you can share his hometown name, people in that area can eventually tell you if they know people with that family name.
Otherwise I think it is pretty hard to find someone in Japan.
