Kanji?

This ring was found by a friend in northern Maine - I dont believe the symbols to be Kanji but would welcome your collected knowledge and opinions. My thanks in advance.

It's upside down, looks like it could be 福安
 
Individually they would mean "luck/good fortune" and "safety/stability." I guess it could just be auspicious characters and not meant as a word, but the design makes me think they're meant to be read together.

This compound word isn't used in Japanese, except for the name of Fu'an city in Fujian province, China. There doesn't seem to be any alternative meanings in Chinese.

If this is the inscription, it's perhaps more likely that this item is from China, not Japan.
