OK...so i want to be able to write Japanese on my computer. I tried to download this through microsoft...nothing but a big joke. I have windows xp (not embedded) with office 2003 (not xp). So I think I'm screwed and getting pretty pissed off at microsoft for again making a lousy and poorly thought out product . Can anyone help me? Thanks!!

Yeah, Mac is right: Search & you'll find! We have several threads in the forum dealing with similar problems. For a start you could try this one:

But note that the first post in that thread contains an error. It says
"Date, Time, Language" when that should have been "Regional and Language Options".

It works fine, I count your problems down to user error. Solution? Replace user

If you could have the NORMAL, STANDARD version of WinXP, then you should have no problem viewing and/or inputting multilanguages. Mine is Tablet PC and I can use almost any languages that Windows supports. However, if you are still facing the same problem, you can let us know.
