と, not で, is used to connent two reasons.
You don't need to repeat のため twice just like you usually don't say "for the sake of phys ed. and for the sake of police training" in English.
戻る is intransitive whereas 戻す is transitive. I would use 復活する for "to bring back" and 訓練 for "training".

Not really. As you know, a particle or the similar is put after the noun as opposed to English. Thus, のため deosn't include 警察官の訓練 in the order 学校体育のためと警察官の訓練.

hint:
for the sake of "phys ed. and(= と) police training"

Also, 学校体育 is not common. Just 体育, 保健体育 or 体育の授業 is better.

Note that "was brought back" is passive, whereas 復活する is active.

Yeah, that's correct. The order 警察官の訓練と体育のため can be misinterpreted "phys ed. for police and police training", so I recommend 体育と警察官の訓練のため, though.

regarding the transitivity, should the OP should drop the "wo" and add "ga" before "復活する" if he means that something was brought back?

Yeah, 剣道が復活しました means "Kendo was brought back". 剣道を復活しました or 剣道を復活させました also can work, but these expressions strongly suggest the existence of the doer (the one who brought back Kendo).
