Question Is the phrase "忍者が二匹の蝦蟆を揚げ！" correct as a title?

Is the phrase "忍者が二匹の蝦蟆を揚げ！" correct as a title? Or it lacks of "ます", doesn't it? If it does, why does the title "亡霊が人妻を強姦？！" have neither "する" nor "します"?

There's no rule that titles have to be a complete sentence in Japanese, same as in English and (probably) Russian.

The second one is OK as a title or caption, but the first one only works when it connects to the next clause.
