Frankly, no, it's not. I, a native Japanese, can't recognize the characters except the third one. It would be a kana を. (And the first one seems to be intended as a kanji 運.)
Where did you actually get the calligraphy? I mean, is it REALLY the original the artist wrote? You can see the correct kana す(the last one) in this page. The kana in your picture has unnecessary cracks that was probably added to protect the copyright, as same as the characters in the linked page above.
