I'm not exactly sure if this is why, but 'shi'(し) also means death(死) as well as 4. I know it may sound weird, but I've read that some people have learned to use 'yon' from the Chinese counting system to avoid confusion with death.
(Imagine what it would be like if someone was glancing over something written, or overhead a conversation and they saw (or heard) the word 「じゅうし」 (14) "juu shi" and thought the person meant 'ten deaths'.)
I've also read that this is why 「なな」(七) "nana" is used instead of 「しち」 "shichi" 「死地」 (proper way to die) for the number seven.
