Guys, is it recommended for a person to learn Japanese until fluency level before working for a Japanese company, or just learn Japanese while on-the-job?

It depends on the company and your role in the company. If a company is willing to hire you without fluency then there's no reason to wait. Of course the better your language skills, the more potential opportunities you will have available to you.
 
Sometimes you have to think , what skills do you have that a Japanese worker does not. From a Japanese company's point of view , why hire a foreigner if a Japanese citizen can do the job. Think about what skills you have to offer that will outweigh your inability to be fluent in Japanese ahead of time and it may help you get a job.
