If it meant 何時(いつ = when), then normally it is written in hiragana, presumably to avoid the confusion of 何時(なんじ = what time).
If you meant the duration then you have to add 間. 何時間(なんじかん = how many hours)

You can use both が and を with some verbs(見る, 飼う, 食べる, 習う in those examples), but を is more commonly used in some cases. が emphasizes the object as same as the contrastive marker は.
