Mhmmm, that was my point.Uh, 行きませんでしたと思いますが sounds odd.As for と言った, (e.g. 行きますと彼は言った。), he literally said "行きます." But 思う expresses the speaker's/subject's own thought, so masu-form basically can't be used with と思う.
You can use the honorific/humble verb instead of masu-form.
いらっしゃらなかった/おいでにならなかったと思いますが
伺わなかったと思いますが

when using verbs in the middle of the sentence its better to use non-masu/desu stuff.

Basically there's no obvious difference in the meaning. But some adverbs, mostly mimetic words, sometimes change the meaning by the particle.Is there a difference in meaning when you use 窶堙 with those kinds of adverbs?
